Q: Can I Press Charges Against My Sister Who Won’t Give My Dog Back ?

My sister would watch my puppy while I worked. One day she was watching him & when I was gonna pick him up she said she would watch him overnight. I said okay. The next day I tried to get him back & she said no she’s not giving him back. It’s Been Over 2 Weeks Since she refused to give him back. My parents have been trying to get him back for me but we can’t get into her apartment building. The police said they can’t do anything since they can’t get inside . Can I charge her with kidnapping? I have texts of her saying she’s not giving him back my whole family has been messaging her trying to get him back for me.
