Q: My old landlord sold the apartments to new owners and they are tying to collect money due from old landlord ?

Can they do that ? If you never was given a notice about the new owners never signed any lease agreement with the new owners , and the only reason I stopped paying my recent landlord is because no one was coming to fix maintenance issues in my apartment, the constant bugs and mold and water coming from my ceilings and lights . I never got a response back about my complaints so I withheld rent.In September new upstairs neighbors move in and cause so much noise and bumping their the reason the leak happen in the first place so I’m filing complaints to my landlord then Here comes December 2020 still haven’t heard anything but A new landlord comes to my door saying we owe what we didn’t pay they former landlord which again I have no lease agreement with the new landlord. How does that work ?
