Q: Situation: What do I have to do , to give a non family member my children, in the event of my death?

My husband is mentally ill, he does not handle money well, he is in recovery from drugs and relapses often. If I pass away, he is incapable of caring for our 3 small children, he spends money as soon as he gets it. He can not manage them while he is even getting help. He replaces drugs with tangible items and video games. He hasnt ever lived on his own, he doesnt take drs seriously. I do want him to have visitation, just not primary custody. Please advise on the best strategy to put something in place. They will be in foster care soon after he is alone with them.
