Q: A car made a Uturn at a two way stop. I avoided hitting him turned my wheel hit the curb damaged the front right side.

Police were called, but did not show up to the scene due to the fact that the other car had no damage. Police called me back and informed me just to exchange information with other party and file a claim.

Who is at fault?

A: See if the intersection had a camera or if any businesses did and ask them to keep the video and if you can have a copy.

The person pulling the U is at failt.

You have a claim, but easiest thing is if you have collision, run it through your company, let them go after the other driver.
