Q: My financé is incarcerated in Michigan and he needs his court files.He got his free copy years ago but lost some pages

Can he get another free copy or does he have to pay for it? Can the court refuse to send him another copy of his own files?

A: Yes, they can make him pay for it, and it won't be terribly easy to get. I would assume since it's been years that your fiance is no longer in direct appeals. This means he no longer has a right to be appointed an attorney, and anything he may wish to do would be "by leave".

Transcripts can cost a small fortune, as can copies of a "court file". He's welcome to try finding new avenues of relief. But if he want you to finance any of it, my suggestion is to seriously think twice about the likelihood of success at this point.
