Q: Can I sue for an employer neglecting my herrastment complaint?

Two coworkers were overheard conspiring to get me fired. I filed a complaint, and they told me to let it go.

A: If your employer has not fired you, as your complaint alleges is the conspiracy, I'm unsure what damages are that you would be seeking from them. And what did you expect the company to do with your complaint? This is definitely a case of picking your battles. You filed a complaint, the employer received it; if you end up fired, you might have something to argue.
