Q: Can I get a ticket in the mail from someone other than a police officer in MN?

I was stopped for a few moments in front of the UPS store in the south metro (Dakota County), it was marked with no parking signs welded to a old wheels, and no yellow markings on the curb. An individual approach Me and after a tense conversation he mentioned he was going to take a picture of my car and I’d get a ticket in the mail. The vehicle was stopped and never parked, it was stopped for maybe 60 seconds or so prior to the “discussion”. No officer was involved at any point.

Is the ticket from a private party on private party legal in MN. Is this individual grandstanding or is there legal precedent to this type of fine/violation? What would the burden of proof look like from the govt/accuser look like?

A: The government issues citations, not private citizens. There is no such thing as a private "ticket."
