it is possible to register phrase or quote, however it is very highly recommended to perform clearance search for the particular phrase/quote you would like to register. This should be done before you/your attorney apply for trademark registration. As a result of this search you will know if someone else have registered this exact phrase/quote or similar one.

The time and cost would depend on number of territories in which you would like to apply for trademark. European union, World Intellectual Property Organization or U.S. all have different fees and relative time of procedure. From these, the European Union is fastest and most cost effective.
