A: Only if you had filed an action to legitimize your minor child and had the mother served could you have prevented the mother from taking the child out of the jurisdiction. Since that hasn't happened, the mother is free to take the child anywhere she wants, as the mother has sole legal and physical custody. Even if you hired an attorney to file the proper paperwork, your case would not move forward until the mother was properly served and proof of that service was filed. Thus, to answer your original question of what can you do, you would need to locate the mother, before the court would give you a hearing on any filing or motion.
