A: The Federal Government does not call to say they have a warrant for their arrest. They simply serve said warrant and your in jail or at least in front of a Federal Judge. In general the Federal Government doesn't even call people at least not without sending a letter first.

The Social Security Administration doesn't issue warrants they refer possible cases for criminal prosecution to the Department of Justice.

However there are plenty of scammers out there that will call you and say there is a warrant but you can take care of it by sending them money. Ignore this call.
