Q: Some placed this (V2K) Technology on me unknown to me of when or how. Can I hold someone responsible for all loss plus?

I'm stuck with the torture of V2k applied to me some how unknown to who,how ,when or where it's been put on me. There is a group of 8 people in Nevada who has been awarded $80,000,000 to help them through this v2k as it's by far a terrorist act in my opinion. Is there any way in Louisiana I can prove this is being used on Citizens here in Lafayette and take Legal action against the responsible party. I'm stuck being called some horrible things and accusations of cruel and hate crime type issues caused by a 3rd party. The allegations are not true and being done a sick person who should be placed in a mental institution for his/her actions .. My work,social,private,family life are no longer achievable for about 8 or so years as of now.. Any help as to who or how I can prove this is being done and make the party pay would be great. Maybe the manufacturer of devices and it's components can be held accountable for manufacturing terrorist capable products tohelp get them on recalled SOS
