Q: Are approved subdivision lot sizes grandfathered if zoning changes area to a new minimum size?

Local township has several existing communities with lot sizes varying from one acre to 1.3 acres. The new zoning map and rules requires a lot size of 1.5 acres. The zoning officer told me to hire an engineer and a lawyer and pay them 1500. However, when speaking to another I was told they didn’t require this of them on two lots not meeting the new size. He’s a big builder in the area. So basically everyone in these new size areas are paying full taxes and dues on lots they plan to build on someday and while I understand the need to limit lot sizes I’ve been in the understanding that min lot size changes were for new subdivisions and not retroactive upon existing lots. It just seems like an odd size to ask when they know almost every existing lot is 1.0 to1.3 acres in size.
