Q: If a joint cust. agreement states that both parents must agree on something, can the other parent say they never will

My child's father and I both signed an agreement recently. In that agreement, it is stated that our child can't be around my current fiance' without written agreement signed by both of us. He told me he wanted our child to still know him because the man raised her for the last 6 years while he (the bio dad) pretty much did nothing. Can he now say he never intended to let her see him again? There was no abuse to the children whatsoever, and just a few verbal fights between us. My fiance' was on drugs for about a year and is now sober. Bio dad has been threatening me with court and harassing me about child support even though I never made him pay since we broke up when she was 2. The child is now 8 years old. I have a 5 year old child with my fiance'. Is he legally allowed to say he never intended to let her see my fiance' again?
