Q: Do animal nuisance noise laws from the county, apply to me living in a city within that county?

Bartow, Georgia.

I live in the small, beautiful city of Kingston, GA. There are laws about owning a Rooster in Bartow, the County I live in. I called in a noise complaint about getting woken up by the neighbors new rooster. I was told by the chief of this small town thatthe Bartow laws don't carry over to Kingston, and that Kingston doesn't have any laws against roosters at all. Our animal control is run by the county [we're too small to have one] told me that the chief was wrong and those laws do apply here. Now I'm stuck in a stalemate of a bunch of people who don't want to do their job, and I'm hopeless over here unable to sleep. The chief told me to find the rooster and call animal control. [I cant, its on private property..] and animal control refuses to pick up their phone and give me a follow-up.

Do county laws apply to the city also?

Also: Can someone just push an animal off of their property and say "that's not mine anymore"... or are they held responsible that animal
