Q: Can a camp director break someone's phone if one of the agreements is that phones aren't allowed?

My cousin went to an ultra religious jewish sleep away camp. one of the rules is that phones aren't allowed. We knew about this rule before hand but what we didn't know was that in the agreement its said tgat if they find a phone, they're allowed to break it.

While they were on a trip, without permission, the camp director went through their backpack, broke their phone, called them into his office, kicked them out and while they were crying, he started making fun of them, called them morons.

On a separate note, he told them that because they're Payot (side locks for religious purposes) are to small he's going to send them to a plastic surgeon.

My cousins just turned 14 and they haven't stopped crying.

I think what he did was disgusting and I'm wondering if there is any legal action I can take, or if what he did was legal.
