Q: Local P.D. did nothing at all when I reported car stolen it was totaled hrs later. They fail to investigate AT ALL (La.)

As stated above local PD fail to take action against thief who stole and totaled my only car . This isn't the first time they fail me, last summer my car was vandalized on several occasions broken windows and windshield etc. even on camera from hotel security footage still nothing done not even as much as questioning anyone. When they knew exactly who it was on EACH occasion. The local P.D. is USELESS it's pretty pathetic. In Louisiana would I benefit from filing suit against the dept?
