Q: What can be done to stop certain Dr from violating their patients? Dr ordered an HIV test without me knowing, then lied

My blood count levels have been out of range for over a year at least, to explain my close interest in the lab results. Friday I received a call with instructions to immediately start an iron regimen with reference to my hemoglobin count and follow up with more lab tests in a month. Then I received a text Saturday and one on Sunday each reminding me I had test results to review. I couldn't find the results until after receiving the text on Sunday, a bit anxious with all the confusion of not knowing what's wrong, I opened the message to find only one test result labeled HIV. I totally freaked and couldn't even read the results, I litterally threw up. The weekend was a major roller coaster ride of emotions. When I was able to clearly read the results, I realized they were negative, another roller coaster dip, of course I was so relieved, then instantly confused. I asked why an HIV test and was told it's a once a lifetime test for all patients as discussed when I was there. TOTAL LIE!
