Q: I'm in Tennessee - A dog was left unattended in an outdoor kennel that was originally deemed unfit. Neighbor is MIA.

The owner has been absent for 2 weeks with no contact, but came back and is stating they'll do something with the dog. The neighbors provided food,blankets and straw for the dog while the owner was away. I do not have confidence in their promise, especially in 15 degree weather. What options are available to us? Animal control said they were unable to do anything since the neighbors made the kennel livable by state standards and he responded to them. Side note- the neighbor was in jail for domestic violence originally and then got out, but didn't return to the house our reach out to anybody regarding the dog.
