Q: Never been paid cash in lieu incentive for over 3 years

I started working for an agency in August 2021. In December 2021 it was open enrollment for health insurance. I opted out and gave HR the papers they asked for. This is the first time I’ve ever worked for a company that offered opt out money. I was supposed to be getting $140 per pay period. I literally thought it was $140 spread out little by little not $140 per pay check. It seemed too good to be true. Fast forward to now, a friend and coworker showed me her pay stub, hers said, ‘Medical opt out.’ Mine has never said anything like that. I’ve never had a section that says medical opt out since I started over three years ago. I’ve successfully opted out every year and have old emails from HR confirming so. This is a ton of money that I was supposed to receive and never did. I reached out to HR the day I noticed and it’s been 3 days. They haven’t said anything yet. Am I entitled to all this money?
