Q: How can I go about filing complaint with courts for retaliation of complaint of unstable living conditions?

I stated to landlord about living conditions in my home and got a threat of eviction. She also blocked all communication so I cant contact her about it. She has been threatening to put me out since December, due to me falling behind on rent due to the unstable conditions causing bills to be extremely high due to the house not being properly weatherized. There are holes in the floor structure and walls exposing the outside causing different type of animals to enter the home. There were bugs in the home when I first moved in and asked for an exterminator, she sent over store brought products and never addressed the issue. It rains inside the house in my closet where there is mold growing in the roof. House will not stay properly heated no seals on doors to keep air out. There is exposed insulation in the house. Windows will not open. Bath tub has mold at the seals due to it not being properly sealed and allowing slugs to come through the walls. I have stated all these things upon arrival
