You have LOADS of impact on the case, although the final call to prosecute or not is solely the State's.
At the same time, your participation (if you are central to the case) may be necessary for the State to move forward and you have the freedom to cooperate or not. If you refuse to cooperate it can make the case impossible for the State to bring.
That being said, the State can (and does) get really pissed when folks dont cooperate, so BE CAREFUL and get an attorney if they start getting threatening. The State will lie cheat and abuse in its quest for convictions, be SMART and get a lawyer if you want to really assist the defendant.
