Q: How can I resolve a child support lump sum payment issue in Tennessee?

I was informed by the child support office that I would receive a lump sum payment owed to me. However, they later withheld the payment, citing address changes, despite receiving other mail from them. I've spoken to several representatives and lost my notes on those conversations. They now say they will release the money at $11 a month instead of the lump sum as initially promised. How can I address this issue to get the full amount owed to me?
