A proposed order is one that has been proposed. A transcript is the written words as to what was said by whom at a hearing or a trial. This could mean that someone has submitted a proposed order to have the court reporter transcribe something and perhaps have the state pay for it, if a criminal case. It could mean a number of things. We need more facts.
