I was charged with shoplifting of $20 should I do community service b4 court to show the judge i am remorseful?

I was arrested for shoplifting and when arrested the officer said i wasnt being charged by the state but municipally? Im not sure what that means, also should i do some community service hours before my court date to show the judge i am remorseful ? I would really like to avoid probation and the fees that come along with it. Thank you for your time

Although this advice may be too late, if you are going to plead guilty, then it is always good to take steps that show you are remorseful.
