Q: Can I refuse a primary residence inspection from Neighborhood Compliance Officer (Miami Dade County official)?

Compliance Officer claims he received a call from "anonymous" neighbor who complained about my pool not being properly maintained and my home being subdivided which is not true. Officer is requesting home inspection (interior/ exterior). Tired of inspections ( insurance, County, etc) and consider them invasion of my privacy. Do they have the right to inspect my house everytime they get an "anonymous" call ? What are the potential consequences if I refused the inspection? I read they might request a warrant to a judge, but don't they need a signed affidavit from "caller" to get the warrant? Or they just can sign the Affidait and get it ?
