Q: Why was my friend arrested for having his license on him while suspended? He was not driving just had it with him.

My friend was on his way home from work. He was in the passenger seat while his boss was driving. The arresting officer stopped them for the tag light being out. My friend gave the officer his license for identification and was arrested because he had it with him.His boss asked the officer why he was being arrested for it and the officer said, "Everyone is going to jail tonight." Is that even legal? My friend has never been arrested before. No criminal background at all.
