Q: The administrative Law Judge neglected to follow administrative rules, the appeal order, civil procedure. What can I do?

Upon having a hearing with the administrative law judge in August she excluded evidence that I submitted to support the claims in the complaint. The case was for housing discrimination and the respondent stated he did not have any evidence to present at the hearing. I submitted a total of 52, exhibits but only 10 to 12 were admitted. Including the state, federal, laws, HUD policies ,that governed the evidence. She would repeatedly exclude my evidence such as the lease agreement, the landlord and tenant laws, written reports of the landlord failure to make repairs by housing authority administrators, the contract agreement, text messages, emails of move in damages, a notice informing the landlord he had violated the deadline for return my security deposit, text message requesting a walk through. Which he stated " I am not required to give you a move out inspection, and he refused to return my security deposit. Upon me objecting to her excluding my evidence. She dismissed my case.
