Q: What type of visitation would absent parent's get for 20month old he has never seen. Moved to Texas when she was 1 month

A: It would depend on several factors, has he moved back? What is he seeking as visitation?

If he is still in Texas, he'll get nothing unless he asks a court to order some visitation and can make travel arrangements for either himself, or the baby to travel with a guardian like you.

IF he has moved closer to the child, then he can expect a court to order what I call the Dad Package, that's every other weekend and a midweek dinner if the child is old enough and he is prepared to be a dad. This would be eased into based on building a relationship with the child. It would start at an hour in the park, and then gradually increasing in time. It's called a re-unification plan.
