A: Sorry about the loss of your beloved dad. Generally, when someone dies intestate (without a will in California), his or her assets will be distributed according to the California state law. First, to his spouse, and then to his descendants, parents, siblings and so forth. You may contact a probate attorney. Good luck.

A: Generally, the state and the IRS will not come after the heirs although they can. They just get too busy to do so. They can come after whomever received the estate's assets.
