Q: Can my uncle get a waiver after passing a Prometric Business Law exam and being denied a license due to bad credit?

My uncle took the Business and Law Contractors exam twice in Lee County for our Cabinet Refacing business. The first time he took it they said he failed by just one question, they took so long to notify him of the results that when he found out it was too late for him to schedule a second test for the following month. Then when he did have a chance to re-take the exam he was told that he passed with 100%. We thought that would be the end of the ordeal but then after not hearing anything more from the County he called back to follow up and they told him that because his credit is bad that it doesn't matter that he passed the exam he still can not get the license. If that was the case why could they not tell him this before he spent all that time and money for the book and 2 exams? Is there any way he can get a waiver?
