Q: If her birth mother gives me consent, am I able to adopt my 14 year old cousin?

My 14 year old cousin is a ward off the state, but her mother still had visitation rights. My grandmother has been her guardian her entire life, but a different aunt went behind my grandma's back because she is getting sick and took custody from her. Is there anyway for me to adopt her so that my grandma and her mom can stay a big part of her lives. If the mother gives me permision, can my other aunt fight? Can the child fight it? Our family is being torn apart. I am 21 and a teacher.
