Q: can my managament tow my vehicle with valid handicapped plates and placards

i was given permission by one management official to park temporarily unregulated until my second vehicle was repaired and then removed from the premises. i complied with EVERYTHING they asked of me and now a different person on management, responding from a complaint from a tenant who was unaware of my agreement with management, is now harassing me with threats of towing my vehicle if i park there for more than a few minutes or even only over night. When asked Not to park over night i responded ok and refrained from it until today when he saw my vehicle there which was only 10 mins. and i Just caught security about to tow my vehicle because he merely saw my vehicle parked there not know the details. can he tow me?
