They shouldn't hold the personal property. They can hold the car.However if the beef is paying bill and storage, understand the storage mounts at a clip of $30 or more per day! So you have to get insurance involved and if no insurance then you want to get the car pulled to your/a friends property if you need the car.Otherwise the bill goes up and up and up.
You can contact the police if they hold onto your posessions--the tow law isn't a license to steal.
