Q: I've recently suspected that my apartment complex makes tenants share water heaters, is this legal?

I've recently noticed that when I come from being at work all day, and I go to take a shower and there is hot water for only 10 minutes. The water heater is not broke and I've heard it turn on without having used any hot water in my apartment. Is it legal for an apartment complex to do this especially when that charge a flat rate for water that is at least double what we would pay if we went directly through the water company?

I'm more interested in knowing if making tenants share one water heater between two apartments is legal, (especially if there's 5 people between the two apartments) more than the money side. I understand that part. It's highly frustrating and inconvenient being out of hot water when I haven't even used it all day
