Q: Can I legally take my dog if I see her walking off leash?

We have no written agreement because I never thought he would do this to me. He lets anyone just take her. I've seen her being walked off leash which scares me because she will get hit by a car if she sees a squirrel, rabbit etc. I also heard they were letting her drink beer etc. I don't have a month or two to wait for a court date, she will end up dead or very sick from the alcohol they allow her to drink! I have all her papers and they are in my name. I got the dog a year before we started speaking again. If I see her walking off leash can I legally take her or will I end up in trouble with the police?
