Q: My now 15 year old daughter has physically assaulted me 7x, why can't she be arrested?

For 4 years she's been in therapy because she chats and shares naked videos with multiple men over the age of 20. She's been on PINS Diversion with zero consequences and she's getting more violent towards me since she is not allowed online or on the phone. she steals internet devices weekly and I report her but I end up kicked, punched and she continues to try to break my neck. I have cps disrespecting me, her START counselor knows she's had iphones and talking to pedophiles but didn't report her, SAFE house, Rensselaer County Mental health and Northeast Family/Child Services all meet with her weekly but her behavior is only getting worse. I am forced to live in fear daily never knowing when her attacks will happen. I am told because she's 15 there's nothing anyone can do until she kills me.
