Q: I got a ticket for no front license platw yesterday and the revised code in Ohio saying I need a front plate said
Effective untill 01/01/2017 . Does that mean it is expired and i can fight this ticket

No. It's means they changed some portion of the law. And, it wasn't the part about having to have a front plate. You can compare the two versions here:
