A: If you were not married to the mother, you may need to file a paternity action with the court along with filing a request for order for child custody and visitation. Jurisdiction may still be in California if she just moved, but more information is needed for the jurisdiction issue. You may still be able to file a case for custody in California even though she moved to Texas, but her move to Texas is jeopardizing your chance to obtain more time with your daughter because of the distance and she may be the primary custodial parent. You may also want to respond to the child support paperwork or risk dealing with an inaccurate order, etc. Until custody orders are in place, one parent generally has more flexibility to make decisions about the child. If a judge makes orders, you can be able to see the child without the other parent's control, etc. More facts are required to provide a thorough analysis.
