Q: I never received a letter of administration from the probate attorney. Does that mean I am not considered an heir?

A: Letters of Administration is a document that is signed by the Court which grants the Personal Representative the authority to administer the decedent's Estate.

A: I agree with the answer of Mrs. Tomshinsky and would state that if you are an heir you should receive some type of notice from the court, usually a notice of administration which alerts you that the estate is being opened. I suggest that you contact the clerk of court where the probate was filed to see what is going on or contact the probate attorney that filed the estate.
