Q: Can an officer investigate his own vehicle being struck by a door in a parking lot using police resources

I was contacted by this officer stating that I had struck "a vehicle" in my employee lot and it was on video, I could pay or be charged with hitandrun. he called back a week later and said the estimate is $150 just put it in an envelope with his name and to drop it at the police station. I called the station to get information and to try and see the video since I don't remember hitting a vehicle and was accused of hitting another officers vehicle with my door. I am worried that I am being scammed with the authority of the police and feel that if I pay this guy and didn't actually damage his vehicle that more people will pull the same scam
