Q: Father was murdered while in custody in Missouri prison can they be sued for negligence and harassment from the guards?

he was housed with an inmate he should not have been rehoused with due to them having a physical altercation so he was again placed with this inmate in segregation in same cell and his cell mate was a 21 yr. old lifer. Another he should've been in protective custody due to his conviction along with he was a 66 yr old Hispanic male that new hardly any English. There is to be a face check every half hour and my father wasn't found till the next day. Also when the prison notified the family of his death we were told he died of a heart attack! Three days later we get another call stating he died of another mans hands which was his cellmate supposedly! This was a double whammy on the family and is not right. Prior he asked to be moved due to the guards harassing him, along with no protection from inmates either.
