Q: if custody is granted in ohio, where child resided, father moves her to Va ,which state has jurisdiction to change custo

Child voiced molestation accusations against stepfather. JFS pulled her from her mother’s home and placed her with me, I had custody of my granddaughter for 2 yrs 2 mon. JFS told me I couldn't file a motion because father had more rights. Father abandoned child for 10 mon. no contact. He shows up in pic and files motion for child, court gave him custody. He was to attend to her medical, dental, orthodontic needs immediately. He didn't follow judge’s orders. I proved in court and he was found guilty of contempt. I had already filled for custody, but was denied court send her back to Va with dad. Now he brings her back to me in Ohio and wants to have me sign papers and have notarized making me her temporary legal guardian with his simulations which I don't agree with. They are not what we agreed to when he called and ask if my offer was still open to provide care for her. She is 16.
