Q: How do I get the sheriff's department to replace my car?

I was in an accident a few weeks ago with a Jacksonville sheriff. My brand new car was totaled. The officer was listed as the at-fault driver, so I assumed it would just be a matter of my insurance company contacting their insurance company, and my car would be replaced. Guess I was naive. My insurance company took 3 weeks to reply to me, never even sent anyone to inspect the car, and said if I use them I still have to pay the $1,000 deductible, or I can go after the at-fault driver myself. I have no idea how to do that, but I really cannot afford the $1,000 deductible. And now the sheriff's towing company has sent me a bill and threatened to sell the remains of my car if I don't pay.
