Q: When there is a car parked on the street on a 2 lane road who has the right of way?

Leaving for work this morning there was a car parked in the oncoming lane. Another vehicle traveling toward me would have hit me if I didn't stop. I would think I had the right of way since my lane was clear.

A: If that other car went around the parked car, and across the centerline, he or she was on wrong side of road.

But, the law does require that you TRY to avoid collisions. I cannot tell, from your question, if you were merely inconvenienced by 5 to 10 seconds, or if that person bullied his or her way around, when THEY should have paused.
