Q: My nephews are in foster care . I want to adopt them . Dhs is letting the foster parents adopt them is this legal?

We have been in communication with DHS my husband and I . We live out of state in Ohio they are in Colorado . We have expressed interest in adopting them verbally . What can I do ????? They want my husband and I to get licensed taking all these classes . They have done the ICPC all clear . Is it normal with relatives to require the license to foster and adopt ????? I feel like they are giving us the goose chase when there's no goose - if they are really letting the foster parents adopt them .
