Wilmington, DE asked in Animal / Dog Law for Pennsylvania

Q: I was trying to find a stray dogs owner. I called the state police to leave my name and # and the humane society.

They said bring it in to check for a chipo. Good thought. ...Not! They kept the dog. The dog Warden was there, in her Pjs, said Its the law. I was irrate. I left and by 6 pm found the owner, the shelter closed at 430. They had to pay to get their poor traumatised little dog back. I reported the incident the wardens supervisor, she lied and said that wasn't her warden. I know exactly what the county warden looks like. The law states I can keep the stray 24 hours and then turn it in. The supervisor said that is not true.I want the dog warden written up for abuse of the dog laws and her supervisor repramanded for lieing. What is my next step? I though shelters were there to help.

A: You can't compel an agency to write someone up or reprimand them. Your best bet is to work with the local ASPCA or Animal Shelter to lobby to get the regulations made more clear. However, be aware that as a person who is NOT the owner your rights are more limited then you seem to feel they are.
