Q: Are there specific laws regarding wolfdogs, how many dogs are allowed in a household, and do service animals count?

I'm asking regarding Houston, Colorado, and Austin Counties.

A: Yes, wolf hybrids are heavily regulated in Colorado, I would imagine the same in Texas. You will need to look at the state law, and then local law (municipal and/or county). There are also limits for how many dogs are allowed in a household which also varies per municipality. A bone fide service dog should not be included in a "pet" limit, but I'm fairly sure wolf hybrids are not allowed to be service dogs per ADA regulations. If you try to claim multiple dogs as service dogs, you would have to specifically show that each one was trained to assist with a major life activity that you cannot do because of a disability, and if they do the same task, the question could be raised as to why you need more than one to do the task.
