New York, NY asked in Traffic Tickets for New Jersey

Q: Received a ticket for violation of NJ stat 39.3-75.3 I was pulled over for speeding but wasn't. What penalty am I facing

I was heading home from work. I made a legal right on red turn and headed for a left turn on a street 1 block from the traffic light. Cop came out of no where and stopped me. Asked for usual items. I asked why he stopped me. He said speeding but I wasn't. He asked me if I had a medical card for the tinted windows. I said no. He made another comment about my tinted windows and went to his car. Came back. Handed me a summons to appear in court. I asked him how fast was I going he said "about 40mph. I had to speed up to catch you. The speed limit is 25mph". Then he left. I checked the ticket and there was nothing on it about speeding. I feel it was about the tint. I bought the car from a dealer in Nov of 2016. All the windows were tinted except the windshield. Never got stopped. I never knew there was a law concerning tinted windows. This is my first car with tinted windows.
