Q: Based on NJSA 39:4-1, is careless driving (NJSA 39:4-97) applicable on private property?
That would require a written request per NJSA 39:5a-1. Also, this is a private school that has its own traffic fines/court. State v. Panther Valley says that a private entity forfeits the right to enforce traffic rules when it files such a request.
So, my original question is if there is a justification for blanket enforcement of 4-97 workout a written request.
