Q: Does this constitute workplace harassment?

Setting is a high school.

Male employee to female employees:

“ The sparkles in your blouse, really catch my eye” (the only sparkles we’re across near her breasts)

“Your dress really looks nice with your leggings“

“Your hair is just SO shiny, I just can’t stop looking at it”

Female employee (approx. age 45) is talking with a male student (approx age 16), who is obviously not telling her the truth. Female employee is looking at the male student waiting for an explanation. Male employee asks them “Are you to flirting with each other?”

Female employees have reported this to the building principal (not male employee’s supervisor). Female employees were some Reprimanded for not following the “chain of command” when reporting this.
